Find out who is calling from phone number starting with 0136357

Claimed to be a Solar energy advisor but sounded like a recording. When challenged on whether a recording or a person things went quiet so i made comment and went to hang up, as putting phone down same voice spoke but I didn't catch if it was more recording or person.
