Knew my name and address, but didn`t identify themselves. Suspicious?

My phone says that it's suspected spam

Iphone stated call is suspected spam

Caller sounded Asian/Chinese. Asked if my home was council owned, a private let or owned by myself. I asked why he wanted to know and he said that his business helped council tenants with problems. I told him I wasn't a council tenant so I didn't need his help but he continued to ask if my home was owned or rented. I told him again that I am not a council tenant and as he had said he only helped council tenants he didn't need any further information from me and ended the call.

called the number back and it advised that it was HBB, when I searched this it was bringing up Virgin - Nuisance call

Scam call about the car accident I had in the last few months, when I get these calls I've started telling them how proud their mother must be, telling all her friends, " my daughter works for a company that scams people for money"

Immediate disconnect on answer, no prior contact, no answerphone message
