When I answered the call I was greeted by a robotic voice message, threatening legal action if I didn't press 1 to be put through to a representative. I hung up. Pretty certain it is a scam.

If the screening appointment is not in 'your area', please note that there are pop-up screening centres everywhere, i.e I live in Eastbourne and I was offered an appointment by text message from this number from Brighton and Hove breast screening services - my pop-up screening centre is near Eastbourne railway station.
